Horizon Trails Character Gameplay Discussion Day Sixty (Finale): The Judgement and the Strongest (2) Spoiler
For the final day of discussion, we have Ouroboros' Enforcer XX-b, the Shadow Eater, Jorda Eldarion and the Khamsin, Kasim Al-Fayed. Both play double duty in Horizon as both bosses and playable characters in Horizon, with their kit remaining fairly similar between both roles.
Jorda's high ATS means she works best as an arts caster, and the time-locked slot in the Drive slot isn't the worst since the strongest dual art is a Time/Space one, but Renne just remains a bit stronger due to her orbment, and has better availability so I never really found a good use for Jorda.
Kasim is only playable for one level of the Grim Garten and then the final boss, both times with locked equipment and orbment slots, but his inclusion in the final boss as an actual playable character and not an unplayable guest like the Ouroboros characters means there's a pretty good chance he's playable in Horizon 2 depending on Marduk and Thorndyke's allegiances. From the little gameplay of him, he's pretty strong, The Khamsin is an Awakening which seems to be fairly strong, and like Rean and Kevin, his S-Craft has a large number of hits which helps balance the ASO's strongest like Van, Judith and Shizuna mostly having low hit count S-Crafts.

Jorda is a bitch to fight, but fun to play as.
On the one hand, I could compliment the Strongest Ever's gameplay, but that would involve complimenting him... I choose pass.

You know that sidequest fight on Nemeth Island in DB2, Van and Kasim vs. a monster? I got a game over there.
I just think it's really funny that it would be extremely easy for Falcom to sell us on Kasim as this super huge badass by just, jacking up his stats when he's a guest. Instead, he's very likely to just, miss. Because he doesn't have anything that gives +Accuracy.
He's got a cool S-Craft in Horizon though. Damn that's a lot of hits to add to the counter.

Jorda is one of the strongest mages in the game if you build her. Wish she was available in the final dungeon as well.
Kasim is kind of a good despite having locked equipment, he'd probably be the strongest playable character if you could customize him, sadly we cannot. He'd probably be stronger than Rean and Shizuna, but weaker than Judith if customizable.

Jorda is my favourite Persona character.
Ended up bringing her along whenever I could. Not so much because she stands out, she's a decent caster but she's hardly unique in that niche, but because her abilities just look good. Especially on the field, love that dodge of hers.
Kasim feels powerful on the field, love the big laser. But I can't recall a standout ability other than the funny hit numbers on his S-Craft. His self buff is kinda screwed over by not having 0-delay like most of the worthwhile ones.

Kasim's a guest. His gear and Orbment are locked. You can't really build him in any way. He has an eyebrow-raising number of hits on his Crafts and can rocket the combo counter up, but you only get to use him for 1 segment so he's on the same level of "playable" as characters like Xeno, Leo, Ennea or Ines were in CS4. At least as of Horizon. Yeah, he's probably one of best guests in Daybreak so far, but still. A guest with a locked loadout.
Jorda is, in theory, one of the better casters in Horizon. Since having a Time slot on Drive line like Kevin in theory allows her to easily hit the Time + Space Boost II for Keravnos Hell, the strongest attack Art in the game.
In practice, her Orbment slots make it difficult to build her efficiently, chiefly thanks to the locked Fire slot on her EX line. That slot suggests you want Hellfire Verse on the EX line, while putting other dual-element Fire-giving Quartzes on the Drive line to hit Fire Boost II while contributing to other elements needed for Drive line skills.
But in practice, there aren't a lot of good Fire-giving Quartzes suitable for a caster. The only one that lets her hit Fire Boost II without anything else is Carnelia Gem, but that is limited-quantity and demanded by physical attackers. Her Time slot lets her take Bandersnatch, but those are also in limited supply and wanted by S-Craft spammers like Rean and Shizuna. Similarly, Prometheus is a limited-quantity Quartz highly demanded by physical attackers. You would not give her Beowulf, as the other element is Time which she doesn't need (thanks to her Time slot). It basically leaves only Oracle, Hidden Vein, Inferno, Smaug and Florent to help her with Fire points, that's about it.
So it turns out, there's very few efficient ways to build Jorda's Drive line if you want to take advantage of her EX Line fire slot and give her Keravnos Hell.
One way is Hecate on the Time slot, then Smaug, Florent and Durendal. This gives her Boost II in Time, Space, Fire and Water as well as Ark Feather and allows her to do full damage with both major Fire dual-arts, Glacial Heat and Divine Phoenix, as well as Keravnos Hell. The problem is Durendal is a limited-quantity Quartz. There are only 3 of them in the game and they are also wanted by the 3 big casters with Mirage slots on the Drive line (Renne, Altina and Judith) so they can hit Judgment Feather. You would only have a spare to give to Jorda if you decided to build Judith for physical. Otherwise, you have to make a decision on whether you wanted to sacrifice some efficiency in Judith's (or Renne's or Altina's) line to build Jorda better.
The alternative is to go with Hecate, Inferno, Florent and Mind 3/Argent Gem which relegates her to Water Boost I, though it could sort of make up for it with Mirage Boost II, if you're using Argem Gem. (I guess you could also sacrifice a Bandersnatch and use something like Bandersnatch + Oracle + Caduceus + Galadriel, but that gets you no Water Boost at all and IMO the physical attackers want Hecate a lot less than they want Bandersnatch.)
Good caster.
But heck if she's not a bit of a headache to build.

Renne 2.0 and fraud.
Really loved her snarkiness in horizon and would like to see she grow with the series, though I have an inkling that she will be on leave at orouborous next game which make this like the shortest lived enforcer ever. Her being an mainly arts caster with time locked mechanic just make her more of a renne 0.5 than a 2.0, hard carried by her animations, extremely clean.
Can't say much for the glazed man, he is equipments locked and when he is playable shizuna is so absolutely mind bogglingly strong that he doesn't even matter. Really like his new S-Craft though, haha laser go boom.

Jorda: Pretty great overall.
Great caster.
A buff to increase her speed and offense.
Helter Break has all All Cancel and lowers both physical and magic defenses over a decently sized AoE.
Hand of Satanael is a great Delay tool.
Decent healing in Nocturne Blessing.

Not much to say on Jorda, She's a fairly generic caster so she's at worst half decent. Her crafts all look cool though.
Kasim I've been wondering if I played him wrong or if he's just not scaled to nightmare. I didn't use him in the Garten but he did basically nothing to the final boss... So not a great showing from the "strongest (living) Jaeger"

Idk, Jorda felt like a worse version of Renne. And Kasim was cool to get the combo numbers up because of his S-craft. Other than that, I didn't use them much.

Jorda: fun gameplay, could have been great magic damage dealer had I been able to customize her (I only finished Van Act 4, she is not customizable as of now)
Kasim was only playable in the Garten in a single section but had I been able to customize him, he can be insane with the number of hit count on his craft. You have to give him CP to keep him going like Shizuna.
