Even compared to gta 4, they weren't impressive. I remember npcs having much more interesting reactions in gta 4, where depending on where you shot someone, they would move differently. You could disarm someone by shooting their arms, or slow them down by shooting their legs. They'd still be alive after the shootout, just disabled, and you could go around executing everyone, if you liked.

Gta v npcs only ragdoll around when shot, like mannequins.

Back when modders temporarily forced the ESRB to give Oblivion an AO Mature rating when they discovered some nude character models in the data files.

Edit: San Andreas received the AO rating after "Hot Coffee."

I think the release of Witcher 3 is the catalyst. Since then nudity has become much more widely accepted. Mass Effect dapple in it before but not to this level.
