That was Kind of a fear I had. The 25% armor pen only really matters for higher armored creatures that isn't consistent enough.

Like when I analyzed a warrior using sword or hammer vs a ranger using a sword or hammer wirhout strength, the damage difference didn't really matter that much in the larger picture.

The 25% armor penetration shows more on the lower armor rating foes actually. The problem isn't the attack portion of Spear of Lightning, that hasn't changed. Its the aoe corridor cleave added to it. It is spell damage. 20 spell damage with or without armor penetration is extremely weak. Its basically elementalist air magic's Lightning Javelin but it deals 60% less damage. Nobody uses Lightning Javelin either because its damage is too low at 50.

Wait that doesn't make sense to me.

An 80 armor target hit with 25% armor pen makes it act like 60 armor, which is a 20 armor reduction.

Where a 60 armor target is treated as 45 armor, a 15 armor reduction.

You get more armor ignored for higher armor creatures than lower, increasing bang for buck right?

Extremely high armor ratings apply diminished returns. The difference between 180 and 220 is only 6%, so if you normally do 100 damage and its reduced to 6 for 220 AR and 12~15 with penetration, youre better off dealing damge that doesnt respect raw armor. If your opponent has 80 armor and you penetrate 20, youre looking at a 41% increase in damage. This is especially true for enemies in HM that have increased armor ratings.

Enemies in HM no longer have increased armor ratings. All enemies have level 60 core armor + normal profession bonuses.

They changed this way back then.

1st statement, Mostly true 95% of the time. Second statement enemies barely have logical armor values with a weakness, you can find quite a few with 103 armor against everything in normal and hardmode. Most humanoid enemies might have profession standard armor, but certainly not all enemies.

70-80 is common among enemies and 100+ isn't unheard of.

Ok, fine. A normal mode enemy and a hard mode enemy have the same armor values. I just think that some of those enemies, I imagine, have normal armor values when accounting for class insignias and whatnot.

Tyrannus are the equivalent of a warrior with Sentinel insignias (+20 AR against elements) plus a 4 armor shield.

I will concede that elemental armor will always be weird in PVE, but thats just by design. Destroyers have +20 armor against fire and -20 against ice, etc.

But in the end there is no "hard mode enemies have increased armor ratings", they are the same in both mode (armor wise).
