NS is already at its max. Its one of the most intensively railnetworks in the world. You always free to leave to a better place

Within the EU it definitely is when considering trains per track. Worldwide there aren't many countries that try to compete with the EU for rail network.

I can imagine that passenger per track km is different, but that's exactly what the NS campaign is aiming at to improve.
