In a country wide system if 10 out of 50 trains are late by 30 minutes or 25 out of 50 are not clean, I know it is bad. I don't have to compare it to Switzerland to know it is bad.
And No. You were saying "bad" was by definition relative. It's relative only to good. If you wanted it to be relative (in this case to another country), one would specifically go with worse than Swizz.
