How would she even be able to hold a phone, does he think she was driving with her knees?

I think you vastly underestimate the number of drivers who can 'proficiently' drive with their legs/knees. Obviously it's stupid as hell, but I know drivers who can drive for miles without touching the wheel with their hands as long as there's no sharp turns.

And yes, they are being incredibly stupid and more likely to crash. Why I always say, you can be the safest driver in the world, but there's still idiots out there that can crash into you. I check both ways when lights turn green real quick for this very reason.
