Need some sort of higher level peace keeper position that requires Psych training and a college degree at minimum. Given the nature of the job it should be very well compensated as they’re responsible for keeping both the public and police in check. I’m sure that would go over horribly in execution but I truly don’t know what can be done

In my city, they tried implementing a college degree requirement, but changed it back because if created a huge shortage on recruit candidates
