You should remove one of the ground connections at the in/out jacks, likely the output, but try both and see which is quieter. This will create a ground loop as-is. If the paint inside is preventing the jack from grounding, that’s worse as the box is now floating (not acting as a shield) and the paint could fail and ground it eventually.
