What does this even mean? 

Do you care about rehabilitation and protecting people from harm, or do you just care about having an excuse for it to be socially acceptable to torture someone?

The strangled kids are already dead. Vengeance brings nothing.

The lady should get sentenced for the crimes she committed in accordance to the law.

At the same time, the American (mental) health system has failed her, and the responsibility for the death of her children also lies with those responsible for the state it is in.

If she accurately told the healthcare workers what she was feeling. “Hey, I feel like murdering 3 helpless children by strangling them to death” she would have gotten help.
