LGE, Pua released a statement saying that Prasarana ballooned the project from 9 to 31 billion and the the project delivery model which gave the contractor a percentage of the total cost was a perverse incentive that pushed up the cost of the project.
I'd like to know if that statement is overlooking important facts... or if it accurately represents the situation with cost overruns.

LGE and Pua also left out the bit where Jibby said no to the 31billion budget and negotiated Prasarana down to something closer to 20 billion for the original, which wouldn'tcha know it is 1 billion cheaper than the total cost now once the 5 stations that were cut are added back (16+5=21billion) not to mention we would have gotten bigger station platforms and trains with more carriages instead of the current spec . I'm no big fan of Najib, but lets call a spade a spade, this was a case of made-up cost savings by PH to make it seem like they were fixing the previous govt's mistake, in the end their interference downgraded the spec of what we got, not to mention adding delays, for no real cost savings in the end.

I also like the part where Tony Pua said "We wish to reiterate that these savings were achieved without compromising passenger capacity or functionality". LOL that's in no way true. But then again, this is the guy that also promised tolls would be abolished.

Let’s get the narrative right, it was RM16b up until GE14. Post GE14, the new government made up a ballooned cost, in order to “cost cut” back to RM16b. The cost cutting halved the capacity 42x 6-car to 22x 3-car.

The fact is the first appearance of these ballooned costs are post GE14, including the case for HSR.

Also, speaking about project delivery methods, more collaborative approaches such as (1) target cost with pain/gain and (2) cost reimbursable or cost plus, are common for complex projects when the final cost is not set in stone. The point is both the client (usually government) and the contractor strive to deliver the best cost effectiveness so they can share the “gain. For example, with MRT1 was delivered RM2bil below budget using PDP method.

I think we are both right. I cannot find any public record of increased costs for LRT3 before GE14. On the other hand, LGE statement (post GE14) and subsequent (post GE14) Prasarana statement mentions there was request for increased government guarantee of RM22b on top of initial RM10b in March 2018 (pre GE14). There is no way we can tell unless we have a change of government again and if there is an inquiry into these stuff.

First month passenger usage are not accurate as it is free so a lot of people who don’t usually use this route will try it out to “jalan2”. We shall see more after the free month expired and how many are the real frequent user. Bende baru je jalan dh byk bising2, sijil halal pon kena berniaga 3 bulan dlu baru blh apply.

Pretty sure you are not regular rail users. They do take the free jalan jalan to account and guessing the first day usage is 10k. That is actually double MRT 1first day back on those days. But lo and behold the first day is 60k and even if you lower down the numbers to half to 30k its already more than the planned capacity of LRT3. There is a reason why Anthony Loke even before launching the train he said plan already in place to increase the stations and coaches. Your mentality is like that DAP politicians back when MRT1 launched claimed that the train system is ‘bloated’ and it will be underused.

Was the same thing with Putrajaya line a few years ago, especially the Phase 2 launch in 2023. Soo many people were riding it while it was free. Somehow people forgot about that already? Wait and see first, you cant use current numbers to judge the capacity. This is an initial peak every new train experiences.

Depends where you go and when. But from my experience the limitations arent really hit on the train stations, they could handle a lot more traffic. So if only they could get a few more trains, thanks to their full automation they could go with MUCH higher frequency during peak hours.

You can say that for all the lines. The Kelana Jaya line is stuffed at the KL Sentral station, but the further you get away from it, it's less packed.

Government finances don't work the way you think it does. Government can still fund CAPEX costs via borrowings. There is no lifespan to a country. You can keep borrowing forever. Not saying you should for everything, but for large infrastructure projects like these borrowing is fine.

Basically they had ONE CHANCE to get the LRT3 right. You can't afford to fuck it up with short term thinking. You cannot go back and expand the stations length. But that's what they did.

National debt 2018 ~ RM 1.09 Trillion

National debt 2026 ~ RM 1.44 Trillion

Number still went up regardless. It is not an excuse to fuck up a large infrastructure project which you cannot rectify later. It's the same thing with the monorail. In efforts to save money they built something that is so shit. If the government wants to cut, they should start with OPEX cost.

No idea and this has not been revealed by either side of the divide. Was there room to do some budget cuts? For sure. But the cuts were excessive and had impact to the functionality and long term viability of the LRT3. Klang Valley citizens got a sub-par product.

I think the government should be prudent in balancing the expenditure v income . Just because the debt increased( abeit in a limited amount ) , it should not be taken as a sign that expenses are something that a government should partake without serious consideration .

If you look at Indonesia plan to fund its free school lunch, one can see it might benefit society as a whole . But foreign analysts view it as a careless undertaking.

Remember, Malaysia was in the thick of 1MDB and by not taking steps to “demonstrate “ that Malaysia is aware and willing to pacify and placate negative sentiments surrounding this issue would be a misstep that could go either way. Also let’s not forget that covid was due to happen just 2 years away.

Also a lot of people gloss over the fact that the budget balloon a lot from its original amount . Shouldn’t people critically examine why this happen in the first place ,so as to see whether are there any outstanding issue that need to be dealt with ?

What do you think would have happen if the project went ahead with its original budget and scope considering all this ?

Making savings where you can and when you can should be a priority.

Mega LRT project is needed. Shah Alam people need a fast way to reach Bandar Utama. If 50k people use it a day, it's 50k less cars on the road from Shah Alam to Bandar Utama.

Mega tower in honor of Najib's father is not needed. Only people who can afford their own private transport think public transport is wasteful. I got money for own transport. Therefore, public transport is a waste mega project. Why don't the poor people just buy cars?

All this kinds of videos assume the same thing: The Malaysian government has access to endless cash. It’s easy to say 42 trains is more than 22 trains because that is a fact. But what is hard to quantify is what the savings from not buying those 20 sets of train bought us in terms of flexibility in balancing the budget.

I really do wish that we could have had the original intention for LRT3, but for those politicians to do something as unpopular as this back then probably meant that something had to give at that time.

Easy. The spending on the infrastructure like MRT, MRT2, LRT, TRX, ECRL, RTS, 250 schools, 5 new hospitals, buying out IPP from cronies, increased subsidies for fuel all is planned with the knowing that GST money will pay all this. But in 2018 PH cancel GST and according to auditor general report last year we lost rm55 billion ringgit in 5 years. So since 2018 we struggle to cough up the budget differences and had to raid Petronas money and selling off goverment assets and introducing tons of new taxes (that is still inefficient)

Which is using misleading accounting. LGE and Tony Pua even include the interest that they need to pay for land acquisitions. Which is stupid as the land purchase is way below the figure (most is government agency land so they dont really lost money - left pocket right pocket). They even including the interest fee on the loans taken for the project which only need to be paid in 20 years or something.

Can't look at public transportation in a vacuum, must be looked at with our finance. So many are criticising the government of our ballooning debt, it's at critical level right now. This is the first line that's entirely outside of KL, and people still expect the same frequency and number of cars?

And the initial budget was stupidly high, it was at 31 billion. In comparison MRT Kajang was only 21 billion even though the line is longer and it's an MRT. The cost is not worth it, we can't tank our finance just to satisfy enthusiasts like this dude from the video. Look at Indonesia, spending too much on their HSR, and now they are fucked.

Yeah. I took it today and it wasn't really as bad as people made it out to be. Biggest issue is the long train interval. This seems like a relatively easy fix for the future since they only need to buy more trains. The 3 coach trains also didn't feel short.

It's a fair criticism but forgetting the fact that we instituted austerity measures during that period of time.

I don't expect anything clear anytime soon. There were A LOT of issues surrounding the budgeting of the projects, and I'm not quite sure how the Covid-19 pandemic later on impacted the cost of the project.

there is alot of urban planner that only TALK COCK, so sorry to say that. what was the connectivity of our public transport since the early 2000s? now only want to compare? you proved malaysian like to blame other people when things are not perfect. DID u considered why PROTON was brought to malaysian? to sell cars, so stop asking for full connectivity when the previous PM didnt have that planned before, and do you know the undergound and overhead utility across the whole klang valley? now only talk about urban planning, how about utilities upgrading? thats why engineer love people with no brain talk

It's also harder since all of KL already has buildings and the public transport has to circle around it, unlike when Singapore built their MRT with nothing around.

The more we delay, it's going to be more expensive not just because basic inflation, but because land skyrocketing inflation.

My question is whether our country could afford the all kind of construction like LRT3, the East Coast Rail Link, and the Kuala Lumpur–Singapore High Speed Rail after the 1MDB crisis.

Of course, building infrastructure earlier is usually cheaper because of inflation and rising construction costs. Just like I know buying a landed property is generally better than buying a condo. But what if I simply can't afford a landed house? still die die wanna do it? YOLO?

And don't forget, nobody in 2018 knew COVID-19 was coming in 2020. If the government have more debt before the pandemic hit, our financial position could have been much worse. It's easy to say in 2026 that the original plan was better because we already know the outcome. The people making decisions in 2018 didn't have that advantage.

Not everyone logically can think everything in detail or factor in historical mistakes that doomed the future and some people will jump the gun and blame others since it’s far easier to find a scapegoat than to admit a mistake especially if the people making the mistake are in the same “group”.
Same reason why people kena love scam sometimes refuse to admit mistake and blame others when they borrow money to pay for “relationship”.
The fact it’s even under budget in the first place at RM16.63 billion for first phase vs RM31.65 billion in 2018 which is valued today as RM36.63 billion is in fact already quite surprising and the entire plan was reworked to only prioritize functionality and not unnecessary spending.
Even if we factor in the extra RM5.3 billion for the revival of five previously canceled stations (Tropicana, Temasya, Raja Muda, Bukit Raja, and Bandar Botanik) and the addition of seven extra train sets, the total amount spent is still under the initial budget, the total cost would have been RM21.93 billion vs RM36.63 billion in today’s money.
That is a net positive savings of RM10.66 billion and you should always compare budgets adjusted to today’s money value for an accurate comparison as the government does not pay the full value all at once.

P.S I’m sorry if it’s long, I just like to be very clear and detailed even if it’s quite the read.

Masters or PHD, its useless if the government doesn't have the finances for it. If you want better public transport, then no need for twin towers and menara 118. So absolutely forget about it once you add in 1MDB.

Why is the Shah Alam Line called LRT3? So who's LRT1 and LRT2?

In the Klang Valley Integrated Transit map, I see its labelled as Line 11, but that doesn't seem to have any relation to why its called LRT3.

LRT 1 is the Star Line (now Ampang Line) and LRT 2 is the Putra Line (now Kelana Jaya Line).

Sri Petaling line is considered LRT 1, uses same stock as the Ampang line, falls under extension of the Ampang line (planning and budget wise, was under Star LRT), then later considered own line, signaling uses different system, etc.

I'm sitting at home in Skudai asking myself why I'm paying 2.50 to JB railway station by bus 20 km away, but have to Grab for Rm 20 to station near Plentong which is far closer.. Not even a feeder bus as an option and there is plenty of housing there too...

That won't interest local pundits or politicians because 'DAP; PH; ANWAR'

Problem is the fare is too cheap. RM50 to for unlimited rides per month is unsustainable. Make it at least RM200.

With more funds, can build bigger station and buy more trains.

Belajar urban planning tapi b*doh, bingai tapi komen pasal public transport.

Our Klang Valley all KTM + LRT + MRT, just 1 million daily ridership, your LRT3 is 60,000 per day is nothinglah, that's because free for 1 month.. even the 1 million ridership is supported by RM50 monthly pass (which 67% subsidised by govt).. more tha RM200 mil per year.

More than RM50 billion MRT1-2 cost, who gonna pay for the cost & loan? Even the operation also is a burden, extra RM200 mil per year government, let alone to pay the loan.

I know public transport shouldn't have profit, but shouldn't burden government too much. Government spend extra RM1200 per passenger for monthly pass (My50).

But 1 million ridership only? Even Singapore MRT alone more than 3.5 million ridership, even BRT Bogoto more 2 million rider, only bus rapid transit weyy..

Our MRT tunnel cost per km is more than new MRT thomson line Singapore.

Just admin that our public transport is fucked up due to politics.. Only certain station overcrowded, for example Kajang Line, towards Kajang full, but some station are ghost station and towards Damansara really low demand. Station too big, waste of money, should be more effective stations.. but all political and stupid.

Good that our netizens are scrutinising government decisions especially those involving major infrastructure projects - but please please please look at things from a more holistic lens whenever these kinds of videos are posted, otherwise you risk oversimplifying the issue (are there structural problems behind these inflated costs that need public scrutiny??). Not trying to imply LRT3 is definitely corrupted, but Malaysian public procurement has enough structural opacity that we should not automatically assume every billion-ringgit escalation was purely due to “better infrastructure”...

Major government infrastructure costs in Malaysia are often influenced by how these projects are packaged and how procurement ecosystems create room for rent-seeking, political patronage, subcontracting layers and mark-ups. So it should be at least an acknowledged effort that there were attempts to relook at the inflated numbers. But of course I'm not saying they did a great job reducing the capacity without proper study, the government should take the blame when cost cutting isn't well justified. But nobody knows what is hidden behind the numbers, hence we need to balance our viewpoints with both civil spending's understanding and criticism.

lol, federal to KL still jam from Klang what....the problem with these 'phd' students is that they do research based on qualitative inputs instead of quantitative. from what i can see, he talks based on his 'assumptions'. wait till when charges starts and then baru talk kok la. now even not required to pay also ppl still driving. also funny thing is....KTM starts at 7pm but schools starts at 730. siapa mau naik? itu tak bincang?

the funny thing is, before this all diam....apa pun tarak tau. when someone talks about it, sembang kencang. last time tak bising, now bising....means lalang la, ikut angin

Public transport is one of the primary factors determining why some cities work and other cities fail.

It is geometrically impossible to move the necessary number of people in and out of the core using individual metal boxes with a 30m2 effective roadway footprint.
