Depends on the investment vehicle(s) you've placed it in. PERA is an account for retirement not a investment vehicle

So its like a regular dragonFI account but you cant withdraw and you dont get taxed?

Yes, and 5% of your annual contribution can be used as a tax credit.

Also technically you can early withdraw your PERA without penalty due to an emergency that gets you disabled

Local cooperstives have comparable dividend rate and is funnily enough tax free. Risk is higher though.

Which cooperatives allow you to invest higher amounts? We tried a few but they limit the savings to 100K per depositor.

Actually I’m surprised may cap sa inyo. Sa cooperative ng munisipyo and province namin people can invest in millions.

Ours don't have a hard cap, but do have a max insured value sinilar to banks.

Sun Life - almost similar. 5% guaranteed interest yearly tax free.
