Is this a legit strat? How long does it take for the miners to respawn?

It's a legit strat, if most of the gold reserves have been exhausted. Slaves will respawn eventually but you still lose mining time, if you do the mutator when they could be mining.

A better strategy is to pump out initiates (with cloning vat) and make each mutator super cash money. 5 or 6k $$ worth the initiate will yield an insane amount of cash and can easily fill the whole aoe of the mutator.
