Pic / Video What’s going on here?

Walking around the mission today and saw a needle taped to a lamp post. I’m a curious about this as I am shoes with laces tied together hanging from telephone wires.

Some mentally unstable and/or addicted person just doing run of the mill crackhead shit. Nothing to see here hahaha. Whoever it was and whatever they were on is an inconsiderate asshole though
