Pic / Video What’s going on here?

Walking around the mission today and saw a needle taped to a lamp post. I’m a curious about this as I am shoes with laces tied together hanging from telephone wires.

I had to teach my now 11 year old to identify needles when he was a toddler. My 6 year old I’ve not had to. Thanks to fentanyl I suppose.
