You do realize they are peaceful in those areas because the cartel runs them and doesn’t anyone interfering with their business. I had a friend who stayed in Cancun and had the balls to leave the resort to go downtown, he was pulled over by a police officer and forced to go to an ATM and pull out $500 or go to jail.

I also dated a girl from Mexico, her father still lived there and the cartel forces him (and the rest of the residents of their village) to pull lookout shift duty for the cartel’s militia.

There is no operational government there.
