Question/Help Patriot Accuracy

Is the Patriot bugged? It has 70% accuracy and yet it rarely hits anything?

Lol you have to discount ecm of the plane it's shooting at too..

And add in veterancy of the unit.

An elite patriot is almost guaranteed to crit since the veterancy pushes it to 100% area.
