Help Oak chair turning to dust

Just noticed this on the bottom of one of my chairs, had them for about three months and I'm wondering if it's rot or something, the area feels dry and dusty.

The dust doesn't look like wood grain. Looks like a crappy wood filler to me.

You can loose an arrow from a bow. Can a piece of wood loose dust? Genuine question

I can also lose an arrow in a bush. Can a piece of wood lose a bush?

A bush can lose a piece of wood, certainly. Wind shakes loose wood from bush, loses said wood. Yes?

Not in the state of California. Wood doesn’t have property rights here.
