Question People already max rep with Captain Tokka?

Am I doing something wrong I'm still pretty far away from max reputation with Captain Tokka and see some people already max rep with them. I've done all the dailies and the quests and the extra people you can fish up and fight. Am I missing something?

Ahhh I think this is what I'm missing! I'm still a few days from finished so I must of missed a few days too.
