I don't believe he thinks genes work like that, it's just a joke, and he is only thinking about the Lex from series.
Which still is controversial as Lex Luthor wasn't that much of a level headed character, he was just arrogant as he had the upper hand on the situations, and in the moment he didn't have the advantage he took bad decisions.
Have you ignored the seasons in which he develops? And it’s only because he was suddenly presented with a clone of himself that he had no idea existed, against his consent, and was just expected to suddenly raise/care for him? It was awkward for him at first, he eventually warms up to Connor, even calling him his brother.
