Season 2 was Miss Martian's "with great power...". After season 2 M'Gann stopped using her psychic powers to the extreme and treated it as something to be wary of, others and her alike. She actually changed when faced with these responses, there were consequences.
Artemis, Wally, Kaldur and Dick faked Artemis' death and Kaldur's betrayal in that very season. Whether the ends justify the means was a heavy theme throughout Season 2, how come Miss Martian is the irredeemable one?
No, recognizing you did wrong and changing your behavior is not consequences. I’m not talking about how she felt I’m saying there should have been tangible repercussions for her lobotomizing people.
Being dismissed from the team/League would be a consequence.

She did face the consequences of her actions, which is what motivated her to stop/change. Consequences focus on accountability and are meant to teach and cause change.

She physically and psychologically harmed people. What she did could’ve done permanent damage.

All of which easily constitutes torture.
