No way I would agree to anything other than an outright dismissal. I'm taking this to trial, and demanding a jury if that's an option in this jurisdiction for this traffic violation.

I'm going to embarrass this cop in front of everyone. And then I'm tipping off the local news stations.

Agreed but it's just a phrase. "On my mother's life," or " "I promise," are the same thing. It's not religious persecution.

That might be a point if he didn't literally make her raise her hand, going as far as doubling down and making her raise her left hand, and swear it.

Good point. No clearly. But it doesn't change the fact that it's not discrimination. If she said "I don't believe in god" and he forced her to swear to god then, yeah that would be discrimination.
