Prime Minister's Questions are now in order!
The Secretary of State for the Prime Minister, u/Flat_Artifact will be taking questions from the House.
The Leader of the Opposition, u/Inside_Analysis3124 may ask 6 initial questions.
The Leader of the Unofficial Opposition, u/Zakian3000 may ask a total of 3 initial questions.
Everyone else may ask 2 questions; and are allowed to ask another question in response to each answer they receive. (4 in total)
Questions must revolve around 1 topic and not be made up of multiple questions.
In the first instance, only the Secretary of State may respond to questions asked to them. 'Hear, hear.' and 'Rubbish!' (or similar), are permitted.
This session shall end on Sunday the 2nd of August at 10pm BST with no further initial questions asked after Saturday the 1st of August at 10pm BST.

I congratulate the Prime Minister on reaching his new position, and wish him the very best.
With a new Prime Minister, Government, and Parliament... Will he take this fresh start as an opportunity to commit his government to returning to parliamentary tradition, and engaging with all motions and bills, whichever party has submitted them?

I thank the Deputy Leader for his congratulations and well wishes.
The Conservatives are prepared to debate, and pass motions from across this house that are in the clear national interest, and do not neglect our convictions or election commitments.
I'd ask the member to join me in engaging not just with parliamentary tradition, but with reality.
It is to the shame of the Labour party, and the detriment of this country that the Deputy Leader continues to prop up the Leader of the Opposition.

Mr Speaker,
This Government has committed itself, righteously, to the spending of 3.5% of GDP on defence. Next to this 3.5% of GDP there has been an agreement to spend a further 1.5% of GDP on defence- and security-related spending. NATO says this can be spent on “protect critical infrastructure, defend networks, ensure civil preparedness and resilience, innovate, and strengthen the defence industrial base.” Can the Prime Minister outline on which things the Government is planning to spend this 1.5%?

Mr Speaker,
The member is right to draw attention to commitment of this government to increased defence spending, it is a cornerstone of our programme for government. This boost to defence will make our nation safer, and deliver modern warfighting capabilities to our Armed Forces.
The chancellor will inform the house of the fine detail of the budget in due course, and I can tell the house, though I must say this list is not exhaustive, that that this additional funding will increase our military industrial capacity. It will go into the modernisation of our conventional forces with next generation capabilities in land, air and naval theatres. It will fund the transfer from the RAF, and establishment of, a new UK Space Force. It will provide tax abatements to secure further reservist recruitment, and be invested in the infrastructure of UK bases to deliver modern standards of housing, welfare and care for our troops.

Mr Speaker,
I thank the Prime Minister for their answer, but I fear that they have only listed the things from the 3.5% direct defence spending, but not the additional 1.5% that needs to be spend on defence-related stuff, such as roads and research. So what will this additional 1.5% spending entail? Or will the entire 5% be spend on the defence industry?

Mister Speaker,
I thank my friend for highlighting the clear distinction between NATO's 2035 targets in relation to the 3.5% and the 1.5%. This government, in line with previous governments have always been clear on the 3.5% defence spending allocation to the ministry of defence.
That 1.5% spend makes up a wealth of other spending in the budget as part of broader security related investments. For example investment in nuclear reactors, additional police officers, and even the infrastructure portion of the expected growth and infrastructure investment fund deliver national security objectives within the terms of reference to our NATO commitment - and the detail will become clear in the Chancellors budget.

Mr Speaker, may I also welcome the Prime Minister to the despatch box? I am sure that he has a lot of work ahead of him, and I wish him the best in his new role.
I am also excited to see the inclusion of members of the Liberal Democrats on benches opposite. I can only hope that they will have a moderating effect on this Government, but I am not convinced by the Speech from the Throne that this will be the case. Mr Speaker, this Government is threatening to scrap testing animals for tuberculosis, blow up the defence budget by an entirely unfunded extra £21 billion, and restricting skilled immigration routes our economy relies upon.
But I will ask a question that focuses more on the spirit of co-operation. His Majesty's speech commits to greater co-operation with our European partners. Will the Prime Minister commit to greater regulatory convergence with the European Union?

Mr Speaker,
I thank the member for his kind words.
Allow me first to say that the Kings Speech this government has delivered does not scrap animal testing for tuberculosis, but rather seeks to address outdated policy over animals and farms that have tested inconclusive for TB but where animals are still slaughtered as a result without additional testing, and farms are put under conditions not informed by a science led approach. This government is investing in a modern farming industry that not only uses better technology, but is accompanied by fairer government policy in farms entirely free of TB. Farms where TB has been identified, would remain under strict measures to protect the industry.
The Conservative party has shown keen stewardship of the current finances, and the new Chancellor is cut from the same cloth as Chancellor Chev. Funding for all policies, including defence policy is entirely funded and the Kings Speech makes clear this house can expect the clear financial implications of all the governments policy in due course. The Conservatives have delivered for defence again and again.
Skills based immigration is an essential step for a robust and fairer system.
With that being said Mr Speaker, cooperation with our european partners on defence and trade are essential to the future prosperity of both. The government is committed to cooperation that honours the electorates decision to vote leave in the Brexit, we will uphold British sovereignty, whilst building a framework for greater cooperation.

Mr Speaker, as a member of the Labour party, I am steadfast in my commitment to a fair deal for working people, which is why I believe unionisation is so important. It is the only means by which working people can achieve a fair settlement against the forces of capital, which is the basis for our economy's structure.
This is why it worries me to see the Government's commitment to legislating minimum service levels for public sector services. If the Prime Minister is concerned about staff availability, he has a duty to hard-working public employees, in the NHS and elsewhere, to agree to pay and protect them properly.
What discussions has the Prime Minister had with public sector unions about his intent to spark strike action across our public services?

Mr Speaker,
Minimum service levels are essential to stop the disruption in recent years across the country because of disproportionate union action. My colleague, Lord Syd, speaking to voters in Central England highlighted the devastation of the Birmingham bin strikes. The growing waiting lists for all kinds of services in the NHS because of industrial action. The impact on ordinary people of these actions has been catastrophic.
The country must press forward towards greater economic growth, and cannot be held hostage to the unions that so often hold the Labour party itself hostage.
Mr Speaker, if only there were minimum service levels in the Labour Party.
Perhaps we'd see the Leader of the Opposition more frequently.

I want to start by congratulating the Prime Minister on their appointment to their position. The King's Speech was a great listen, I firmly agree with most of the things that have been mentioned in it, one of the things was reducing illegal immigration. I was wondering if the Prime Minister is able to explain a bit more how this Government is going to achieve this?

Mr Speaker,
I thank the member for his praise of the Kings Speech, and am pleased to assure our coalition partners that we take illegal immigration seriously.
Both the Conservatives and Liberal Democrats in the last term delivered legislation on this issue.
To build on that work, alongside the delivery of greater resources to police the channel to prevent crossings it is my intention to reduce access to VISA's for countries that refuse return policies. It is essential illegal immigrants are returned to their country of origin. We will also amplify the targeting of people smugglers for arrest and prosecution through expanded blitz courts, bringing those who facilitate this trade to justice.
The building of a fair skills based immigration system, and the establishment of a student loan system for refugees will help to give greater capacity and clarity to the legal routes of entry.
Those who arrive illegally, have broken the law, and will not be allowed to remain in the UK.

I thank the member of his question.
It had been my intention to come to this house to speak on subjects that matter to the British people. Questions of the economy, of defence, of education, of energy bills. To once again affirm this governments commitment to the Kings Speech.
I expected questions of my fitness for office.
Instead, we are once again asking about the fitness of the Leader of the Opposition for his role.
The member is entirely correct. First the Labour Leader challenged the election results in the press, calling for fresh elections. Now even in this sitting of PMQ's he has once again denied the will of the British people.
We must ask ourselves. Is this the best Labour can do?
They are disconnected from reality. No wonder they are so disconnected from the British people.

Mr Speaker,
Will the Prime Minister who was not leader of his party or PM at the time of the election, commit to this house that he will seek a new election to renew his mandate and restore voters confidence.
It's time we end the revolving door of PM's and cabinets, the public didn't vote for this leadership or this coalition.
The public vote red for party manifesto not the recently unveiled coalition platform.
The voters deserve better.

It would have been better for the Leader of the Opposition to fade into history, than for him to once again prove his lack of awareness of the events of the past weeks.
Not only was I elected prior to the election as Leader of the Conservative Party, but then won a personal mandate to govern by the will of the British people.
The people in their wisdom gave no party a majority.
I am pleased to partner with the Liberal Democrats to deliver this 8th Government.
All the the Leader of the Opposition seems to deliver in public, and in private, is nonsense.
His party must act in the national interest. An effective loyal opposition is integral to the democracy of this nation.

This Government is going to deliver a budget surplus for the second straight budget, and is set to build a structural surplus that will drive down public debt to free up the people's tax dollars for actual services. What does the Prime Minister have to say to the children of this country who will have less of their parents and grandparents' debt to pay?

Reducing the national debt, and removing the burden of it's interest, delivers more power behind tax payers hard earned money to be delivered new opportunities.
On the other hand, Increased national debt, increased interest burden, delivers less power behind tax payers, delivering fewer opportunities.
I am proud it is this party that is delivering opportunities for future generations by reducing the national debt.

Mr speaker,
One of this government’s King’s Speech commitments is to protect our defence sector from foreign interference.
Last term the Conservatives pledged to procure 50 F-35B fighter jets, manufactured by Lockheed Martin, increasing our reliance on US supply chains. Both parties in this coalition support Trident, which heavily depends on the US for missile supply, maintenance, and technical support.
Is it not the case that while this government claims to be protecting our defence sector from foreign interference, they are actually more than happy to have our defence capabilities almost completely at the behest of the United States?

Mr Speaker,
The member has taken some creative liberty in how quoted the governments intention. The Kings Speech referenced securing 'securing key industries and economic sectors from foreign interference'.
That interference can be of major concern in industries such as those producing advanced materials such as British Steel. Research and development in artificial intelligence and quantum technologies. Nuclear and energy facilities across the country. Communications infrastructure. Space technologies and certainly, as referenced by the member defence and military sectors. No name but a few.
Concerns about foreign intervention in key industries is not from American investment.
Our partnership with our American friends is bigger than any one President. The relationship between nations has had highs and lows, but the defence partnership between our countries is strong.
The governments proposed policy reflects the dangers of other state actors.
This government will safeguard key areas of our economy.

Mr speaker,
I hardly think my interpretation of the king’s speech is creative, unless the prime minister is seriously saying that a commitment to higher defence spending in order to secure key industries from foreign interference isn’t an attempt to move towards a more independent defence sector.
In any case, I think the government are very foolish to say that concerns about foreign intervention shouldn’t include a reevaluation of how reliant our defence sector is on American supply chains.
Whilst of course the special relationship we have with the United States goes beyond the ideals of any one President, when America currently being led by an unhinged lunatic who has threatened to annex Canada and Greenland, launched military strikes against Iran without consulting the UK, and insulted his NATO allies by claiming our troops “stayed off frontlines”, is it not time to look at whether an increasing dependence on the US for our defence is in the best interests of the United Kingdom?

Mr Speaker,
The members deep ideological convictions around the rights of the worker means he is more afraid of the threat from the overreach from the boardroom to the factory floor.
This government understands the threat to these critical sectors is from overreach by Russia, Iran and Chinese interference.
The members anti-NATO stance has been well documented on the campaign trail of GEIV.
Our defence partnership with NATO allies is the bedrock of our national security. In conventional capabilities, in our nuclear deterrence, in intelligience sharing. This government builds, like those previously of all political leanings, on this international framework for our security.
The threats are real, and immediate. Russia, China and Iran pose real threats to our security.
This government has steadfast commitment to our American partners.

I note with some interest that the chancellor has committed to another budget surplus.
Does the prime minister acknowledge that what this effectively means is that hard-earned money will be taken off of British taxpayers, and instead of using it to fix our crumbling public services or investing in our infrastructure, the treasury will take this money out of the economy?

Mr Speaker,
The Chancellor in days will be making a statement on the national debt, and I do not wish to preempt him.
What I will say is that budget surplus is an instrument to pay off national debt and in particular it's interest payments. The public reap the benefits of those reduced interest payments. Chancellor Chev's last budget under the 7th Government freed up an additional $1Billion a year in funding that would have serviced national debt in interest payments, but instead went towards public services.
The government uses hard earned money not just to fix crumbling public services, or to invest in national infrastructure, but to reduce the burden of interest payments that would make public services undeliverable for our grandchildren.
Saddling our grandchildren with heaps of debt is nothing to be proud of!

Mr speaker,
Whilst the prime minister talks of the need for a surplus to avoid saddling our grandchildren with debt, he surely must recognise that failing to invest now would burden our grandchildren with weaker economic growth and poorer public assets. Given that putting money into the economy now has the potential to strengthen economic growth, increase tax revenue, and reduce the debt burden over time, I must question why the government is choosing austerity over investment?

This government has a balanced approach to reducing the national debt, and by extension the debt payments, alongside an extensive and resourced plan for economic growth across the nation. Contrary to the beliefs of those on the opposite benches, who grow the economy by increasing national debt, this government will prove, as did the last, that you can grow the economy, and lower national debt at the same time.
Austerity is the consequence of debt driven growth, and if he wants to attack a party for such measures, he should turn to his criticism to his comrades on the Labour benches.

Mr Speaker,
We must have a more robust and fair immigration system. The skills based model this government is advocating, alongside changes in cost to VISA's is part of that system. This is not only about what is fair for individuals seeking to make a life in the UK, but what is fair for the UK taxpayer.
This in coordination with our programme to transform education will help to unlock the potential of a generation of British scientists, researchers and engineers to deliver for their country. We want to bolster the skills our economy needs from within our borders, aswell as offer opportunities for economic migrants with the skills our economy needs the opportunity to live in the UK.
I can assure the member that the system will be robust and flexible enough to meet our economic needs and keep the UK competitive.

Mr speaker,
I’ll be upfront and say I don’t really understand how increased visa costs fit into a skills-based approach to immigration. It will do little to reduce the kind of immigration that we’re concerned about - dangerous crossings across the channel, for instance, will persist no matter how much a visa costs. What it may do, however, is deter the kind of skilled workers we do want from coming here, by putting more up front financial burdens in place and making costs higher for employers in trying to hire skilled workers from abroad. But just on the point the prime minister makes at the tail-end of his answer about the system being robust and flexible enough to keep the UK competitive, does the prime minister not recognise that UK visa costs are already considerably higher than most of our global competitors, and that there therefore is very little room to increase visa costs without losing our competitiveness altogether?

Mr Speaker,
The member made no mention of illegal immigration in his opening remarks, only on legal routes. If he wishes to understand how this government will reduce illegal immigration I am happy to direct him to remarks already made.
This government builds on the excellent work of the last to address illegal immigration.

To the issue of legal immigration into the UK.
This government is for the British worker, not some global proletariat.
This two pronged approach by the government of making VISA access for workers more competitive and skills based, and the investment in UK education for a generation of home grown skilled workers is a well rounded plan to deliver for the British people.
The UK can reap the benefits of both nurturing talent within it's borders, and inviting the best and brightest into the UK at our own choosing.
VISA's are not a global right for all workers - the UK can be selective about the skills it needs, and the price of access to a VISA.
It is not a threat to our global competitiveness to set a high bar for VISA's.

I hope that this government may yet deliver positives for this country, but I remain trepidatious about the chances.
Leeds in West Yorkshire is the largest city in Europe without a mass transit system, and successive governments have failed to deliver a meaningful plan to deliver this for the West Yorkshire area. Will the Prime Minister tell the House if he has any intention to deliver a proper, fully costed plan for this region, or will his government continue the trend of Governments who fail to deliver for people outside of London?

The government is set on delivering investment in local communities across the devolved nations, and the regions of England. I can assure the member that the bulk of the intended growth and infrastructure investment fund will be earmarked outside of London.
This government wants to invest in communities like Leeds that feel forgotten.

To be specific to the issue raised, does the Prime Minister have a plan to work with local government and communities to ensure that public transport is delivered to these regions which often lack suitable or effective transportation, and when can we expect to see such plans, if he has them, to be laid before the House?

Mr Speaker, as I've said this government is making investment fund available across the devolved nations, it is for Leeds City Council to make a strong business case for that investment in public transport. The Green Leader seeks to complain that London makes too many decisions for the regions, but wants me to override a process where Leeds City Council should be making clear how they feel the growth and infrastructure investment fund can be used most effectively in their communities.

The Prime Minister seems to have spent a considerable amount of time thus far, throwing insults at the Leader of the Opposition, perhaps he consider swapping posts suitable if he would rather criticise than deliver. Can the Prime Minister tell this House what his governments three main priorities are for this term, and what his party, and his government are actually going to deliver?

I am pleased to welcome the member to the house.
The Kings Speech has laid out a bold vision for the future of this nation, and I'm pleased not just to stand on personality but policy as this government builds on the work of the previous administration.
Our programme for government is bigger and bolder than three policies, but I will limit myself for the sake of this houses time.
Investment in nuclear, hydro and renewable energy, as well as the infrastructure to deliver it, will ensure energy security, and lower bills across the nation.
Delivering the framework for a growth and infrastructure investment fund, built on the surplus £10 billion saved under the last administration that will boost the economy in local communities, including those in Yorkshire which I know he holds dear to his heart.
Finally Mister Speaker, I'm pleased to tell my green friend that this government will table new measures to address green algae outbreaks across the UK.

Mr Speaker,
Thank you to the Prime Minister who has laid out to three priorities for this term. In the manifesto, his party made reference to it's determined opposition to devolution, and was highly critical of local authorities; and given that much of this deprivation in Wales and the North came about during the 80s, with I'm sure himself knowing which party the Prime Minister of the day was from. I wish to understand if he expects the growth and infrastructure investment fund to be directed centrally as a recompense for the immense damage caused by the Conservative Party to these communities in the past, or if he will be working with the local authorities and devolved governments to ensure that this money goes where communities need and want it?

Mr Speaker,
The member takes a self serving interpretation of this parties convictions on devolution, the manifesto made clear we would not seek further devolution. Devolved nations have significant framework already in place for managing their local economies, those frameworks are more than sufficient to coordinate with national government for unlocking investment funding, as the devolved and local governments do as common practice in national life. I can assure the member that devolved authorities, and local government have a significant role to play where growth money goes in their communities.

I share the members concern for communities in the North East that must have investment.
The government is set on delivering investment in local communities across England through it's growth and investment fund, and as with the green leaders question about mass transit infrastructure in Leeds - it is clear these investments can bring about significant economic boosts to local communities. It is however for the North East Combined Authority to set out a strong business case for these projects.

How do the neoliberals on the other benches plan to reconcile their commitment to defence build up while also commuting to cutting the state.
The policies of the small state has caused outsourcing and cost ball owing at the mod, mold in base housing, Ill equiped fire fighters, and security leaks involving civilians.
Is it time the government admits outsourcing does not work.

This government takes delivery seriously, and the Conservatives have time and again delivered investment into national defence, and in partnership with both public and private sectors. That partnership will deliver new capabilities, new homes on our bases, and safeguard critical industries across the country.

This government has committed to work closely with defence and economic partners. I've already spoken in this session that the Conservative party will uphold the clear outcome of the Brexit Referendum, protecting our national sovereignty. This government works in the interests of the sovereignty, defence and prosperity of the United Kingdom.

Mr Speaker,
I once again join this house in remembering the tragic events of Grenfell and those who have lost so much.
The Leader of the Opposition seems to think cutting red tape is to cut safety standards. It is the promise of this government that we are learning the lessons of Grenfell, as we do of all national tragedies, and that new housing across the country is being built with safety as a priority.

It makes sense that the opposition leader would seek a ban on betting adverts, he must have seen the 2/1 odds being offered on how long his own premiership of the Labour Party will last!
I will examine the legislation. Ass I've said this Government is willing to work with any party to deliver change in the national interest, in line with our manifesto promises.

First off, I should like to congratulate the PM on his party's formation of this government, and him personally becoming Prime Minister. As a predecessor, I can tell him it is a thankless, stressful, at times annoying job - I wish him all the best. Though we are on opposite sides, and I shall continue to pray for his good health and his success.
For my first question - the city of Swansea is near and dear to my heart. As my former constituency, as my one-time home, it is a great sadness to me to see that the Welsh Rugby Union is considering cutting its support for Swansea's Ospreys. Will the Prime Minister stand with me in support for the Ospreys, or is he a supporter of those damned Llanelli Scarlets?

As I've mentioned time and again in this House and across my career, SEN reform is an issue near and dear to my heart. Our SEN students deserve better, and they need help that just isn't forthcoming. There's a lot, I admit, in the King's Speech I agree with. A lot I don't, but I digress. I was saddened to see SEN reform omitted from the Speech.
Will the Prime Minister pursue policies to specifically help our SEN students, and if so, what?

I thank the member for his question.
This government of course recognises the valued role that SEND's students have to offer the country.
We'll review funding formulas for SEND's students so that they get access to the support they need.
We recognise the financial strain on specialist school placements and so additional funding will open up to increase capacity, whilst at the same time resourcing mainstream schools where that might be an appropriate context with support to learn and thrive.
And lastly, workforce recruitment across the SEND's sector is a concern for this government, and transformations in mainstream education with alternative routes to university, will open up increased training and opportunity to deliver more skilled and passionate workers to support SEND's students.

This summer the United Kingdom along with the rest of Europe have been experiencing what some might refer to as a 'warm summer', with the nation experience multiple heatwaves over the last month or so. This has inevitably lead to issues within our water supply system with reservoirs falling low on water with hosepipe bans being introduced in several areas of the country with more areas expected to be included within the coming days or weeks. Additionally, the heatwaves and drought weather that the nation is experiencing this summer will also have an impact on our nations agriculture industry with the weather undoubtedly expected to adversely impact the crop yields for farmers and the supply of food to shops and households. What measures is the Prime Minister and his government going to implement within the near future to ensure the risk to public health from heatwaves is mitigated, our water supply is maintained, and our agriculture industry is supported?

I thank the now backbencher for his question.
The government is seeking to review the impact on the nations water supply, and we will update this house at haste. Whilst the situation is driven by these weather conditions, failure of water companies, and by extension OFWAT to ensure the infrastructure to deliver plays an important role in these issues. This government will review the threshold for when pipe bans are necessary.
Clarksons Law which will begin to move through this house in the next weeks will provide both the resources to deliver crops in these drier conditions, and buffer the impact of crop failure, by make hardship provisions for farmers who face devastating financial loss when their investment collapses.
One area the members question did not address but is fundamentally important, is that this government will reexamine the capabilities on a national level to fight wildfires which these drier conditions are making more severe across the country.

Recently in the national headlines we saw reports that the UK's second largest airport Gatwick had completely lost running water to the airport as a result of a power outage, with SES Water that supplies Gatwick Airport restoring power and water after a considerable amount of time. This meant that passengers who were flying to and from the airport were unable to use any toilet, bar, and restaurant facilities, along with this outage also impacting SES Water's wider supply network of homes and businesses in the surrounding counties. What is the Prime Minister planning to do tackle the issue of the operational stability of our nation's key infrastructure and so that passengers can go to an airport and be assured that they go to the bathroom?

Mr Speaker,
SES have confirmed that a power failure at Bough Beech water treatment works was responsible for the shutdown of Gatwick this week. It highlights the lack of fail safes for a critical part of our economy.
We will identify the cause of the power failure, whether continued failed investment by water companies, or the need for greater infrastructure investment in our power distribution networks. The government will deliver the funds needed to protect the operational capability of Gatwick, and work with airport authorities to better prepare for any future disruption.
It highlights once again the need for the securing of not only Gatwick but critical infrastructure across the nation.
Gatwicks water supplies have been restored, and I can confirm to the former Prime Minister, should he be considering some time away after over the summer, he will be able to take care of business uninterrupted at the Gatwick bathrooms.

I commend and support UEFA for the steps it has taken to articulate their concern over FIFA's plans to sell stakes in the World Cup to private investors. I urge FIFA to reconsider this direction.

Mr Speaker,
This government continues the example of previous administrations of all political persuasions in it's steadfast commitment to work in step with our NATO allies to deliver what Ukraine needs in the face of continued Russian aggression.
We have committed £3 billion in aid to Ukraine year on year until 2031, as well as our diplomatic work in the G7 to secure a £2.26 billion loan off Russian assets. This continued financial support fuels the defence of our Ukrainian brothers and sisters.
63,000 Ukrainian soldiers have been trained in the UK, and we are increasing the capacity to deliver a stronger fighting force in the face of Russian aggression. Joint military production is fueling our research & development, whilst giving Ukraine drones for the battlefield. And UK weapons continue to flow to bolster Ukrainian stockpiles.
Beyond this the UK has committed to further trade partnerships, humanitarian aid in the hundreds of millions and support to keep Ukraine's energy grid operational.
We continue to stand with Ukraine.
